Reality check of new government degree colleges of Bihar, in many places there is no teacher, no library and no permanent building.

Bihar government has launched an ambitious plan to open new government degree colleges in 211 blocks of the state, so that students from rural areas do not have to go far for higher education. On July 15, 2026, Chief Minister Samraj Choudhary also inaugurated these colleges through video conferencing. The government claims that with this initiative, students will get the opportunity to pursue graduation in their own district and nearby areas. However, the situation at the ground level appears to be quite different from the government’s claims. Many new colleges neither have permanent buildings, nor adequate teachers nor are the basic facilities required for studies fully available.

Many colleges currently operate from temporary buildings

Ground investigation has revealed that many government degree colleges of the state are currently not running on permanent premises. At many places, colleges have been started temporarily in inter colleges, schools or other government buildings. Construction of permanent buildings is still pending. In many institutions, rooms have been made for libraries, but books are not available there. At the same time, the work of furniture, lab and other educational resources is also incomplete in many places. The government says that all facilities will be developed in a phased manner.

Admission started but there is a huge shortage of teachers

Entrance examinations have started in the college in subjects like History, Hindi, English, Political Science, Sociology and Economics. Despite this, regular teachers have not been appointed yet in most of the colleges. At present, many institutions are being run by principals, bursars and teachers sent on deputation. There are many subjects in which students have taken admission but teachers are not available to teach them.

There is a library in Purnia, but no books.

Six new government degree colleges have been opened in Purnia district including Kennagar, Srinagar, Jalalgarh, Rupauli and Bayasi. About 120 students have taken admission in Kengar Government Degree College. Rooms, tables and benches are available to conduct classes here, but there are no books in the library. There is a plan to teach 6 subjects in the college, but at present only two teachers are working. One teacher is handling the responsibility of the in-charge principal, while the other teacher is posted on deputation. The college administration says that after the appointment of regular teachers, classes for all subjects will be started.

More history students in Muzaffarpur, not more teachers

So far, 21 students have taken admission in Sarfuddinpur Government Degree College located in Bochahan block of Muzaffarpur district. Among these, maximum 13 students have chosen history subject. But there is no history teacher present in the college. This college is currently running from a middle school campus, where 10 rooms of the school have been made available for the degree college. At present only the in-charge principal, bursar and a night guard are working in the college. The administration says that after the appointment of teachers, regular teaching of all subjects will start.

Higher Education Minister also admitted shortcomings

Bihar Higher Education Minister Sanjay Singh Tiger has admitted that in many new government degree colleges, neither permanent buildings are ready nor adequate teachers have been appointed. He said that the government has decided to start colleges first, while building construction, recruitment of teachers and development of other necessary facilities will be done in a phased manner. According to the minister, the department is working continuously and in the coming time, necessary resources will be made available in all these colleges, so that the students can get better educational facilities.
