191 days, study of 7 countries, know how ‘One Nation One Election Blueprint’ was prepared, what should Congress do?

One Nation One Election Bills Latest News: In the winter session of Parliament today (17 December 2024), the Central Government will present the ‘One Nation, One Election’ Bill in the Lok Sabha. According to the revised agenda for today on the Lok Sabha website, Union Law Minister Arjun Ram Meghwal will introduce this bill.

According to the information, the two bills which were approved by the Union Cabinet led by Prime Minister Narendra Modi on Thursday include the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024 and the Union Territory Laws (Amendment) Bill, 2024. The government had earlier listed both the bills for Monday, but later changed its decision.

Meghwal can make this recommendation to the Speaker

According to some reports, after presenting the bill today, Law Minister Arjun Ram Meghwal will request Lok Sabha Speaker Om Birla to send the bill to a joint committee of Parliament for detailed deliberations. The winter session of Parliament will end on December 20.

What is ‘One Nation, One Election’?

As its name suggests, it talks about elections in a nation. In India, assembly elections of different states, Lok Sabha elections of the country and civic and panchayat elections are held at different times. Narendra Modi The government wants that Assembly, Lok Sabha, Panchayat and civic elections should be held simultaneously in the country.

Who gave the report regarding this?

Let us tell you that the One Nation, One Election bill has been on the agenda of the ruling BJP for a long time. For the purpose of accomplishing this, the Central Government had formed a committee under the chairmanship of former President Ramnath Kovind on 2 September 2023. This committee submitted its report to President Draupadi Murmu on 14 March 2024. The committee said in the report that holding simultaneous elections could bring changes in the electoral process.

Who was included in the committee?

Union Home Minister in the committee formed for One Nation, One Election Amit Shahformer Congress leader Ghulam Nabi Azad, former 15th Finance Commission Chairman NK Singh, former Lok Sabha Secretary General Dr. Subhash Kashyap, senior advocate Harish Salve and Chief Vigilance Commissioner Sanjay Kothari. Apart from this, Minister of State for Law (Independent Charge) Arjun Ram Meghwal and Dr. Niten Chandra were included in the committee as special invitees.

How did the committee prepare the report?

Before preparing its report, this committee studied the election process of those 7 countries where this process is applicable. These 7 countries include Sweden, Belgium, Germany, South Africa, Indonesia, Philippines and Japan.

The committee had made these five main recommendations

President Draupadi Murmu The report submitted by this committee also included 5 main recommendations. These are as follows…

  • The tenure of all state assemblies will be next Lok Sabha elections That means it should be extended till 2029.
  • In case of hung assembly (no one has majority) and no confidence motion, fresh elections can be held for the remaining term.
  • Elections should be conducted in two phases under One Nation, One Election. Lok Sabha and Assembly elections should be held in the first phase, while local bodies (municipal body) elections should be held in the second phase (within 100 days).
  • The Election Commission should prepare a voter list and voter ID card for Lok Sabha, Assembly and local body elections in consultation with the state election authorities.
  • The Kovind panel has recommended advance planning of equipment, manpower and security forces for holding simultaneous elections.

Congress is protesting by giving this argument

Congress has been opposing One Nation, One Election from the beginning. He says that holding simultaneous elections will bring about a major change in the basic structure of the Constitution. This will be against the guarantee of federal structure and against parliamentary democracy. Apart from this, some other parties including Aam Aadmi Party are also opposing it.
