Big decision of NMC, medical colleges will now appoint and promote faculty themselves.


NMC New Rules: NMC has made major changes in the process of appointment and promotion of faculty in medical colleges across the country. Now medical colleges, universities and other appointing authorities will take their own decisions regarding appointment, promotion and designation of faculty. NMC will no longer issue eligibility certificates in routine cases nor will it intervene regularly in such cases. According to the public notice issued by the Post Graduate Medical Education Board of NMC, this decision has been taken because a large number of medical colleges, universities and faculty members and NBEMS affiliated hospitals were sending such eligibility related issues, which could have been resolved by the institutions themselves under the rules already in force.

More responsibility assigned to medical college

NMC clarified that in the Medical Institutions Qualification of Faculty Regulation 2025, all the criteria related to educational qualification, teaching experience, research publications and training required for faculty posts are already fixed. In such a situation, the responsibility of making a candidate eligible for appointment, promotion or designation will be the responsibility of the concerned medical college, university and appointing authority. For this reason, PGMEB will no longer consider those matters which can be decided directly on the basis of these rules.

In which cases will NMC intervene?

According to NMC, now only such cases will be considered where there is ambiguity regarding the interpretation of rules, there is a question of equality of qualifications, there are provisions related to transition or there is a need for coordination with any other regulatory rule. Such cases can be sent only through the Dean, Director, Principal or Registrar of the concerned institution. Along with the application, it will also have to be clarified as to which provision of MI QFR-2025 there is confusion about and necessary documents will have to be given in support of it.

Case will have to be sent with 25,000 fees

In such special cases, a processing fee of Rs 25,000 and 18 percent GST applicable thereon will have to be deposited with each application sent to NMC. This amount will not be refunded. NMC has also made it clear that if any person sends the application directly to the Commission, it will not be accepted nor will any action be taken against it. Whereas if a medical college or university does not send a genuine case to NMC even after 60 days of receiving the application, then the concerned candidate can apply directly to PGMIB. For this, the candidate will have to submit a signed declaration, proof of non-action by the institute within the prescribed time, all necessary documents and Rs. 25,000 along with GST. In such a situation, if the institute had taken the fees earlier, then it will have to be returned to the candidate.

When will the rules come into force?

NMC said that this system has been implemented with immediate effect. However, applications received before July 16 will be processed under the old rules, while all applications received after that will be considered as per the new procedure.
