Right now there is no rule of any kind from the BCCI for the players taking retirement. In such a situation, he cannot be stopped from playing in foreign leagues as soon as he retires.

This rule can be of 1 year
Talking about the cooling off period rule, according to the report of Indian Express, it can be implemented for a period of 1 year on players who retire from all formats including IPL. With this, the decision of such players can be stopped, who are announcing their retirement ahead of time. After this, they will also have to take NOC certificate from the board.
