Call for 12-hour bandh in protest against delimitation in Assam, know why the voice is being raised

Strike In Assam: The Election Commission of India (Election Commission of Inida) has presented a draft of delimitation for the assembly and parliamentary elections in Assam, which is being opposed. Several political parties and organizations in Assam have called for a 12-hour bandh in Barak Valley, Cachar, Karimganj and Hailakandi districts to protest against the draft. According to the news agency ANI, the protesters who were protesting in Karimganj on Tuesday have been arrested by the police.

The Central Election Commission published the draft proposal for delimitation of assembly and parliamentary constituencies for Assam on 20 June. The opposition Congress in the state is also opposing it. Congress leaders have called it illegal.

What is the logic of Congress on delimitation?

Kamalakhya De Purkayastha is a Congress MLA from Karimganj district. He told news agency ANI, “No guidelines have been followed in the delimitation process. Last time when the delimitation happened, the population of Barak Valley was 20 lakhs, now it is 45 lakhs. But now our seats have been reduced.” No geological survey has been done in the area. This whole process is illegal which we oppose.”

What did the Election Commission say?

The last delimitation exercise in Assam was done in 1976, while the current exercise is based on the 2001 census data. The Election Commission has said in its press note that the number of seats in the Legislative Assembly in Assam is 126 and the number of seats in the Lok Sabha has been retained at 14.

The Commission has further said that out of 126 seats in the Legislative Assembly, 19 seats are proposed to be allotted to the Scheduled Tribes (STs), while out of 14 Lok Sabha seats coming in the state, 2 seats are proposed to be allotted to the Scheduled Tribes. Similarly, 9 seats in the Legislative Assembly are proposed to be allotted to the Scheduled Castes (SC), while 1 seat is proposed to be allotted to the Scheduled Castes in the Lok Sabha. According to this, the Scheduled Caste assembly seats have increased from 8 to 9 and the Scheduled Tribe assembly seats have increased from 16 to 19.
