The controversy over permission for the parade ground has deepened before Congress MP and Leader of Opposition in Lok Sabha Rahul Gandhi’s proposed ‘Students’ Echo’ program on July 17. Congress alleges that despite applying several days ago, the district administration and concerned departments have not yet issued written permission. The Municipal Corporation says that the party has not yet fulfilled all the conditions related to the necessary departmental NOC and permission. In such a situation, final approval cannot be given.
Meanwhile, there was confusion regarding the preparations for the program. On Monday, trucks carrying tents and other items were seen parked outside the parade ground, but they could not enter the ground. This also raised questions on the preparations for the program.
More than 2.5 lakh students got registered – Congress
Congress says that Rahul Gandhi will interact with students across the state in the ‘Students’ Echo’ program to be held on July 17. According to the party, so far more than 2.5 lakh students have registered online for this program.
However, the capacity of the parade ground where the program is proposed is said to be around 50 thousand people. In such a situation, the discussion regarding registration and the capacity of the ground has also intensified.
State Congress President Ganesh Godiyal alleged that the party had sought written permission from the district administration several days ago, but the final approval has not been given yet.
He claimed that he had also received verbal information that the permission for the parade ground was being cancelled. Godiyal said that if the ground is not made available for the programme, Congress will not step back and if necessary, it will organize the program at Raj Bhawan, which people have now started calling ‘Log Bhawan’.
He alleged that unnecessary obstacles are being created regarding the programs of the opposition. Congress State General Secretary (Organization) Rajendra Bhandari said that the party has duly applied to the Municipal Corporation for the use of the parade ground and a fee of about Rs 1.77 lakh has also been deposited.
He said that the process related to permission to provide grounds for July 15, 16 and 17 has been completed. According to him, as part of the preparations for the program, the entry of vehicles loaded with tents and other materials is proposed on the evening of July 14 or morning of July 15.
Waiting for NOC, only then will final approval be given – Municipal Corporation
The Municipal Corporation says that merely submitting the application and depositing the fee cannot be considered as final permission. Municipal Commissioner Alok Pandey said that a letter was issued to Congress to get NOC from various concerned departments. Besides, information about many conditions related to the permission was also given.
He said that till now the necessary NOC and documents related to compliance with the conditions have not been provided by the Congress. As soon as all the formalities are completed, further action will be taken accordingly.
Challenge increased due to government program of 16th July
According to sources, on the occasion of Harela festival on July 16, a big program of the state government is also proposed at the parade ground. In such a situation, the challenge of coordination regarding the use and preparations of the ground has also come to the fore.
There is also discussion at the administrative level that if there is a conflict between the timings and arrangements of both the programs, then an alternative venue can also be considered. However, no official decision has come yet in this regard.
Now only a few days are left for Rahul Gandhi’s proposed program. In such a situation, the confusion regarding permission between Congress and the administration remains a topic of continuous discussion.
If the necessary NOC and other formalities are completed on time then the program can be organized at the decided place. At the same time, if there is a delay in the permission or for some reason the approval is not given, then Congress may have to make alternative arrangements.
